  2. I'm surprised you think no-one saw it coming - maybe the Mayor or Councillors didn't but I know quite a few people who thought Bartletts' offer was just a pre-election empty promise - I would have been more surprised if they had agreed to take it.

I don't believe that Bartlett made the promise at all, I believe the Mayor or the General Manager initiated the 'list of wishes' without consultation with the remaining 8 councillors and this, along with all the other wish list stuff, was only 1 of a series of possibilites. Mind you, Labor should have killed the so-called announcement well and truly before this stage. I venture to suggest that this is one of the reasons David Llewellyn lost his seat - a lamb to the slaughter, back-stabbed by his own electoral colleagues. Just my humble opinion by the way, I am not a member of any poliitical party.
