The 24-minute black and white film was made by the late John Craw, a New Norfolk businessman who was also a freelance cameraman for Hobart's TVT6 News (now WIN News). Produced in association with the New Norfolk Fire Brigade, the film has recently been uploaded to YouTube by Linc Tasmania, which holds several other videos created by Mr Craw. The soundtrack for the bushfire video is also held by Linc Tasmania but has not been paired with the film.
It Couldn't Happen shows New Norfolk firefighters and other volunteers at work, and the damage done by the fire. Among the locations featured are New Norfolk, Magra, Boyer and Sorell Creek.
