Five dollars trimmed from your rates rise

FIVE dollars was trimmed from each ratepayer's bill for 2019-20 during the brief discussion of the Derwent Valley Council's budget at last week's special meeting in the New Norfolk Courthouse. Two alterations were made to the draft budget before it was unanimously approved with its 3.95% increase in the general rate.

In moving that the council adopt the Annual Plan for 2019-20, Councillor Martyn Evans proposed that a funding allocation for the New Norfolk High St Market be removed from the budget, and that the waste management levy be reduced from the recommended $60 charge to $55. This charge, now in its fourth year, is intended to cover the cost of eventually closing and rehabilitating the Peppermint Hill tip site and establishing a waste transfer station.

"Obviously the market is contracted out and I don't think there needs to be a provision in the budget for $15,500," Cr Evans said, adding that this represented a saving of almost $5 per rateable property and this should be passed on. "[The waste charge] was to be $60 per property, so moving it back to $55 ... takes it back to what it was the year before last."

Cr Evans said this would mean the waste charge had gone from $35 in its first year, to $55 and then $85, and now back to $55. "That's a good result considering there is no plan on how we're doing, and [how we're] going to spend that money on the waste refuse site up there at Peppermint Hill," Cr Evans said. "We need to know what we're actually putting that money away for. We understand that there has been some estimates around $2 million but we need that plan to actually say that."

Cr Julie Triffett seconded Cr Evans' proposal and in the only other discussion Cr Rachel Power asked whether the savings from the market would balance out the lost income from the waste charge. Mayor Ben Shaw said this was difficult to estimate. "I think it's about $10,000 difference, but essentially it won't change the overall operating budget because it's going to be added to a reserve."

When put to the vote, Cr Evans' alteration to the Annual Plan was approved unanimously. The market operator, deputy mayor Jessica Cosgrove, did not speak during the discussion of the Annual Plan and had declared a conflict of interest in the next agenda item which was the council's 2019-20 Rates Resolution and Charges.

The six-minute long discussion of the annual plan was then followed by the rates and charges document for the next financial year, which was dealt with in less than three minutes. Cr Evans pointed out the changes that would be necessary to reflect his two alterations to the annual plan, and Cr Power asked about late payments.

"If we are going to be increasing late payment fees, what is the process to get to that point? People will be charged the extra 8.1% ... if we've got people facing hardship is there a backup plan for those people?" Cr Power asked. A council officer responded that the council's Rates and Charges Policy allowed for people in financial difficulty to make arrangements for a special payment plan.

Mayor Ben Shaw then asked about the process for dealing with overdue rates payments. "Do we actually contact the ratepayers and let them know ... or do we actually just send them straight to collection?" A council officer responded: "Oh no, they definitely get reminder notices."

Speaking from the chair after the passing of the Annual Report, Cr Shaw thanked the finance staff and everyone else who had contributed to the preparation of the budget. He said it had been a lengthy process with quite a few meetings and workshops.

Tyson Eiszele

ALLROUNDER Tyson Eiszele gave an outstanding performance in his 50th senior game for the Eagles on Saturday. While the result was a loss for the side, there is no doubting Eiszele's hold on his position in the senior side.

Capable in any position on the ground, he is a skillful midfielder who has made a welcome return to the team after being sidelined by a leg injury last season. He was a member of the 2017 premiership-winning side and is one of the younger players who form the future of the club.

The club says it is a pleasure to watch Tyson play, especially on the occasions when he shares the ground with his brothers Nathan and Jordy.

Council statement on bird cull

Results of Independent Review 26/07/2019

Council has received the independent investigation report into the poisoning of the birdlife at Tynwald Park. Late yesterday afternoon, the mayor, elected members and staff were briefed on the findings.

The report highlights the need for improved internal communications within Council and measures will be put in place to ensure that this occurs.

Council is unable to comment further on the findings of the report due to legal advice received in relation to the ongoing investigation being undertaken by DPIPWE. For further information in relation to the status of this investigation, please contact DPIPWE directly.

This has been a stressful time for everyone involved. The independent review was undertaken to provide transparency and answers to the community, and we would have liked to say more for everyone concerned.

It is unfortunate that we are unable to provide the level of detail expected by the community but we must allow the appropriate processes to be undertaken and respect the strong advice we have received from our legal advisors.

The public can be assured that appropriate measures have been undertaken to ensure the safety of Tynwald Park for all users.

Derwent Valley Council releases "sensible" budget

Derwent Valley Council have approved their 2019/2020 budget, labelling it as "sensible, but future focussed".

Mayor Ben Shaw has said “I’m happy with the budget the Council has handed down tonight. We’re including something for everyone. We’ve balanced the need to address our ageing infrastructure with a focus on investing for the future.

"We’re looking after our families with increased funding for open spaces and playgrounds across the valley and investing in our community with the Westerway Hall upgrade. We’re delivering the long overdue Glenora Rd upgrade, and funding the Britten St bus route upgrade along with Stage 1 works to Molesworth Rd.”

This budget will deliver $10.31 million to be spent on infrastructure and capital works. This comprises an investment of $2.5m in Glenora Rd with a further $2.72m being spent on council’s Roads and Bridges program, including Wyre Forest Creek and Plenty Valley Rd bridge upgrades.

The budget also includes funding for the Derwent Valley branding project, development of the Derwent Valley Youth and Family Strategy, and sets money aside for the rehabilitation of the Peppermint Hill Landfill site and an Integrated Business System for Council.

“Understanding the current financial situation of residents across the municipality, we’ve approved a 3.95% increase to rates. This has been partially offset by reducing the waste management charge from $85 down to $55, to help minimise the impact to residents. The tip coupon process has also been simplified, and will allow for greater amounts of waste per coupon. Even with the modest increase we’ve landed on, this will be our biggest spend on major projects we’ve ever done in a single year.”

Council rate rise recommended

A RATES increase of just under 4% will be recommended to councillors when the Derwent Valley Council holds a special meeting tomorrow (Wednesday) evening to set its budget for the coming year.

A draft budget with a 3.95% rates increase will be considered by councillors, following what former mayor Martyn Evans last week described as eight weeks of deliberations at budget workshops.

In a statement included with the budget papers, mayor Ben Shaw says the council is comfortable with what it is proposing in the new budget.

"We’ve balanced the need to address our ageing infrastructure but also with enough of a focus on investing for the future. Understanding the current financial situation of residents across the municipality we’ve approved a 3.95% increase in rates revenue," Cr Shaw said.

"This year’s budget contains a $10.31 million spend on infrastructure and capital works, partly funded by capital grants totalling $5.65 million and new borrowings of $1.5 million," Cr Shaw said. This includes:

• $2.5 million Glenora Rd upgrade
• $2.7 million roads and bridges program including Britten St; Wyre Forest Creek and Plenty Valley Rd bridges; and Stage 1 of works to Molesworth Rd.

"Even with this modest increase [in the general rate], this will be our biggest spend on major projects we’ve ever done in a single year. Other projects to be completed in the coming year include the community hall upgrade at Westerway; money set aside for the rehabilitation of the Peppermint Hill Landfill site; investment in council’s Integrated Business System and the long-awaiting Derwent Valley branding project."

Cr Shaw said the rates increase would be partially offset by a reduction in the waste management charge to Derwent Valley residents. Described as a contribution towards the future rehabilitation costs of the Peppermint Hill landfill site and the construction of a transfer station, this levy was last year increased from $56 to $85 per rateable property. The new budget proposes to reduce the charge to $60.

The council's budget meeting will be held in the New Norfolk Courthouse at 5.30pm tomorrow (Wednesday). As this is a Special Meeting, there is no provision for public question time. The budget documents can be downloaded here.

Minor flooding is easing in the lower Derwent River below Meadowbank Dam. Minor flooding is not expected to extend downstream to New Norfolk during Friday.
In the 24 hours to 12 pm Friday, rainfall totals between 5-15 mm have been recorded in the Derwent River catchment.
No significant rainfall is forecast for the remainder of Friday.
Strong and dangerous flows will be a hazard over the next couple of days.

River Derwent above River Ouse:

River levels are easing in the upper River Derwent and its tributaries.

River Ouse:

Lake Augusta is spilling in the upper catchment and river rises are occurring along the River Ouse.

The River Ouse at Ashton is currently at 1.44 metres and rising. The River Ouse at Ashton is expected to remain below the minor flood level (2.40 m) during Friday.

The river level is expected to fall below the minor flood level (4.10 m) Friday evening.
The River Derwent at Macquarie Plains is currently at 2.95 metres and steady. The River Derwent at Macquarie Plains is expected to remain below the minor flood level (4.00 m) during Friday.

Willow Court assessment process questioned

NEGOTIATIONS for the use of buildings at Willow Court will continue despite concerns over the Derwent Valley Council’s handling of the process.

Last night’s council meeting faced a second round of public questions about the way it conducted an expression of interest process in the use of buildings it owns on the former convict hospital site in central New Norfolk.

After receiving advice that a probity inquiry had been launched into the EOI process, last month’s council meeting decided to lease three buildings to the New Norfolk Distillery and to start discussions with the Salamanca Arts Centre about two others for a community arts hub.

Responding to public questions last night, acting general manager Daniel Smee said there was no reason why those negotiations should not proceed at the same time as a probity audit. “The process of a probity review does not preclude the ongoing assessment and negotiations that are under way,” Mr Smee said. “The process of review is looking at what's occurred in the past and there's been no decision of council to cease the ongoing negotiations.

Questioners included former councillor and Friends of Willow Court secretary Anne Salt, who resigned her seat on council the morning after last month’s council meeting. That meeting saw the council decide not to proceed with the Friends of Willow Court's EOI for the site, while opting to progress other proposals received after the closing date.

In response to public questions at that meeting, general manager Greg Winton, now on leave, said all four EOIs had been assessed on their merits but he was aware of speculation that one had received preferential treatment. “I am commissioning a probity report to respond to those assertions,” Mr Winton said.

Last night’s meeting also heard about advice that a decision to have councillors involved in the discussions for the leasing of council-owned sections of Willow Court could comprise the final decision-making process and expose the council to risk. “The mayor has advised he will speak with other elected members regarding this and council officers will continue discussions with proponents,” Mr Smee said in a report.

Former mayor Tony Nicholson took up this issue during question time last night, asking why the council had gone ahead with its decision last month when the Local Government Act had clear guidelines on the conduct of councillors and their decision-making role.

"Why did the mayor have to receive advice that such a decision may compromise the decision-making process and expose the council to risk?" asked Mr Nicholson, who is deputy chairman of the Friends of Willow Court.

Mr Smee said it was not unusual for councils to appoint elected members to subcommittees or panels in relation to a matter that's before council.

"So what has occurred is certainly not something that is out of the ordinary, but in terms of best practice the advice that has been received is that because of the fact that council is to make a final decision on this, having elected members involved is not best practice in terms of good governance," Mr Smee said.

Mr Smee said he could understand why it had been decided to include councillors in the lease negotiations for the buildings at Willow Court. "Subsequently the advice has been received and those councillors have withdrawn from the process. What occurred is certainly not something that should have been known to councillors that this is something that is an absolute 'no-no'. I can understand why that decision was made, similarly I can understand why the advice has been provided."
